Orchestrates the complete Falcon Foundry app lifecycle from requirements through deployment. TRIGGER when user asks to "create a Foundry app", "build a Foundry app", "plan a Foundry app", runs any `foundry apps` CLI command, or discusses Foundry app architecture.
